The President approved a new version of the law "On Electric Power Industry". Main
The Agency for the Development and Regulation of the Energy Market will approve tariffs.On August 7, Shavkat Mirziyoyev signed the Law on Electric Power Industry in a new version. This was reported by the legal information channel of the Ministry of Justice.
The document passed three readings in the Legislative Chamber and was approved by the Senate in June-July. It outlines measures to regulate relations in the electric power industry, as well as to create a competitive electricity market.
The role of the regulator is assigned to the Agency for the Development and Regulation of the Energy Market under the Cabinet of Ministers. As previously reported, it will issue licenses for the operation of power plants.
The Cabinet of Ministers is responsible for the implementation of a unified state policy in the sphere. The Ministry of Energy is appointed as a specially authorized state body for electric power issues.
The law defines the procedure for the production of electricity, its transmission, distribution, storage, purchase and sale, import and export. The status, rights and obligations of electricity market participants are spelled out in more detail, which include:
- electricity market operator;
- producer;
- energy storage system operator;
- transmission system operator;
- central purchaser;
- trader;
- distribution system operator;
- ️ supplier;
- consumer.
Tariffs and payments, as well as the methodology for their calculation, will be approved by the Agency for the Development and Regulation of the Energy Market. New rates must be published at least 15 days before they come into force. Tariffs are not retroactive.
In addition, the agency will approve general rules for the electricity market. It is responsible for publishing annual reports with information on the activities of the market and its participants, pricing mechanisms, and the application of tariffs.
